Pre-award contract review activities relates to all preparatory matters a contracting institution/procurement entity (PE) must undertake before the contract is awarded. These include the PE’s building a case why it needs to execute a particular contract, the required approvals that are required, as well as the procurement system that must be followed. In other words, the PE is expected to undertake three main activities that are foundational to a successful contract and these are: (1) undertaking contract feasibility study, (2) providing guidelines for contract pre-award negotiations, and (3) meeting all conditionalities for contracting, statutory and approval processes
