GCU is aware that the contract management landscape is facing many surmountable challenges which require possible reforms. GCU is ready to offer appropriate and relevant advice to the public sector to bring sanity in the area. For instance, some of the obvious recurring contract management challenges in the public sector can be averted if necessary reforms could be formulated, accepted and implemented by central level oversight public institutions. Some of these include the need to appreciate on the importance of conducting feasibility studies before contract implementation as this undertaking would help to assess not only the comparative advantage of the contract to the Malawi Government, but also that the procuring entities (PEs) are aware of the technical, legal and financial capacity of the PEs to successfully implement and manage the contract. GCU also believes the PEs need to be strategic in embracing necessary requirements before the contract is created in the IFMIS, including undertaking effective contract negotiations, procedural contract implementation, and creating a water-tight procedural guidance for effecting contract variations, payments, monitoring and evaluation processes
