Strategic Pillars

GCU operated under four strategic pillars each with its own strategic goals and the objectives that will ensure that value for money is attained. These pillars include:

Strategic Pillar 1: Compliance
Under this pillar, GCU will achieve the following strategic goal and objectives:

Strategic Goal: Ensure maximum value from contracts, concessions and development agreements

Objectives

  1. Enhance quality products and services from contracts, concessions and development agreements;
  2. Strengthen timely delivery of contracts, concessions and development agreements;
  3. Avoid unnecessary claims on contracts, concessions and development agreements;
  4. Ensure adherence to set laws and regulations in implementation of contracts, concessions and development agreements;
  5. Avoid law suits against government for failure to comply with terms and conditions of contracts, concessions and development agreements;
  6. Compliance with vetting guidelines and procedures; and
  7. Compliance with the IFMIS framework on establishing the contracts in the system

Strategic Pillar 2: Transparency and Accountability
Under this pillar, GCU will achieve the following strategic goal and objectives:

Strategic Goal: To improve on transparency and accountability in management of public contracts, concessions and development agreements

Objectives

  1. Strengthen the transparency and accountability of MDAs in public contract management and development agreements;
  2. Ensure up to date database on public contracts, procedures and policies;
  3. Ensure easy and timely access to information on public contracts and development agreements;
  4. Ensure contractual documentation for easy of reference; and
  5. Ensure consistent submission of progress report

Strategic Pillar 3: Capacity Building
Under this pillar, GCU will achieve the following strategic goal and objectives:

Strategic Goal: Improve performance of GCU and Stakeholders in contract vetting and management processes

Objectives

  1. Have adequate, trained, competent and motivated staff at GCU;
  2. Strengthen capacity of MDAs to effectively and efficiently manage the contracts
  3. Ensure adequate equipment and transport for GCU;
  4. Develop and maintain a robust monitoring and evaluation system;
  5. Secure adequate funding for GCU;
  6. Build IT infrastructure and vetting systems; and
  7. Interfacing vetting system with IFMIS

Strategic Pillar 4: Integrity
Under this pillar, GCU will achieve the following strategic goal and objectives:

Strategic Goal: Build public confidence of government in management of contracts, concessions and development agreements

Objectives

  1. Preserve professionalism and ethical conduct; and
  2. Eradicate fraud and corrupt practices in public contracts, concessions and development agreements
