GCU believes that any legal framework dealing with pre-award issues should include a provision on negotiation as it will ensure that the government gets the best possible terms of any contract. Contracting institutions are therefore mandated to undertake negotiations in conjunction with Ministry of Finance, Ministry of Justice, Government Contracts Management Agency and any other relevant technical MDA. For the negotiation to be worthwhile, it is important that the Controlling Officers should seek assistance from institutions with the expertise to undertake negotiations. In order to ensure quality of the projects, it is also suggested that there should be a limitation in the number of contracts one contractor should be award at one time
